The "Opinions" stated that large and medium-sized cities should select 2 to 3 powerful distribution companies, organize pilot projects for on-board direct sales, strengthen cooperation with surrounding fresh agricultural product production bases and farmers' professional cooperatives, and open direct supply and direct sales chain vegetable stores and fresh supermarkets in the community; encourage the placement of direct delivery vegetable cabinets in the community, guide distribution companies and wholesale markets to open mobile vegetable sales vehicles; encourage communities to directly connect with suburban vegetable cooperatives and enter the community for sales.
In order to ensure the smooth circulation of vegetables, the transportation department exempts vehicles entering the community to sell vegetables from tolls, and the public security traffic management department provides various conveniences for passing and parking for fresh agricultural product distribution vehicles entering the city and vehicles entering the community to sell vegetables.
In terms of building vegetable markets, the "Opinions" pointed out that each city (district) should build and renovate a number of public welfare vegetable markets through public construction supporting facilities and site leaseback to ensure the basic living needs of residents. Vegetable markets must meet the requirements of applicability, hygiene, safety and environmental protection.
At the same time, cultivate weekend vegetable direct sales markets. Encourage localities to adopt various forms such as sales trucks and sheds to organize suburban farmers to enter the community to directly sell their own vegetables, reduce intermediate links and lower prices; encourage cities to use community squares, feeder roads, idle sites and other places to set up morning and evening markets, and support suburban farmers to enter the city to sell their own agricultural products.
