1. The consignor shall be responsible for the authenticity and correctness of the contents filled in the transport bill. After the cargo transport bill filled in by the consignor is accepted by the carrier and the carrier fills in and issues the cargo transport bill, the air cargo transportation contract is established.

2. If the consignor requests to charter an aircraft to transport goods, he shall fill in the charter application form. After the carrier agrees to accept and signs the charter transport agreement, the air charter cargo transport contract is established. The parties signing the agreement shall comply with the regulations of the civil aviation authority on charter transport.

3. The consignor shall pack the transported goods in accordance with the packaging standards stipulated by the national competent authorities; if there is no unified packaging standard, the consignor shall pack the goods according to the nature of the goods and the conditions of the carrying aircraft based on the principle of ensuring transportation safety. If the above packaging requirements are not met, the carrier has the right to refuse to transport goods that do not meet the specifications.

4. The consignor must indicate the departure station, arrival station, and the unit of the consignor and consignee on the consigned goods. The name and address shall be marked with the packaging storage and transportation index mark in accordance with national regulations.

5. For goods that must be insured according to national regulations, the consignor shall purchase cargo transportation insurance when consigning.

6. When consigning goods, the consignor shall pay freight and other fees according to the rates stipulated by the civil aviation authority. Unless otherwise agreed between the consignor and the carrier, freight and other fees shall be paid in full at one time when the carrier issues the cargo waybill.

7. The carrier shall issue a notice of arrival to the consignee within 24 hours after the cargo arrives at the destination, and the consignee shall promptly collect the cargo at the designated location with the delivery certificate. The cargo shall be kept free of charge for three days from the day after the arrival notice is issued. If the consignee collects the cargo after the deadline, he shall pay the storage fee according to the transportation rules.

8. When the consignee collects the cargo, if he has no objection to the abandonment of the cargo or the weight, and signs for the cargo transport bill, the carrier shall be relieved of the transportation responsibility.

9. If the consignor or consignee causes losses to the consignor or consignee due to the negligence or intention of the carrier, the consignor or consignee shall request compensation in writing to the carrier within 180 days from the day after the cargo transportation accident record is filled out, and attach relevant supporting documents.
